$USC update on Tectonic

As part of the Orby Network sunset, $USC utility will be wound down for Tectonic. Here's what this means for Tectonic users:

What's changing:
- $USC borrowing has been disabled on Tectonic
- Current health factor will not be affected. However, $USC will no longer be accepted as collateral
- The $USC pool will be fully removed after the 30-day period

What you need to do:
1. Repay any $USC loans
2. Withdraw your $USC supply
3. Swap $USC to $USDC at ~$1.00 via the V3 pool on VVS Finance

Users will no longer be able to interact with USC on Tectonic in 30 days
